overhauled Team-Up system and regenerative health, this one is deliberately smaller in scope. That doesn't mean it's quiet. Eighteen heroes are getting touched across all three roles, The Hood joins as a new Vanguard, and one character in particular is getting taken apart in a way that's already causing arguments. If you play Peni Parker, brace yourself.

The Hood Arrives

Parker Robbins joins the Vanguard roster, a small-time crook who came into possession of demonic gear that turned him into something considerably nastier. His kit revolves around switching between human and demon forms, dual pistols that morph his entire arms when he transforms, and using his cloak to throw protective shields over allies. He's being talked about as one of the more powerful Vanguards to date, which is worth keeping in mind when reading the balance changes below, since several of them look like NetEase pre-emptively adjusting the roster around him.

Peni Parker Is the Story

NetEase was unusually direct about why Peni is being reworked, saying the Immobilize effect on Cyber-Web Snare was "too frequent and oppressive, leading to a poor counter-experience for her enemies." The fix is a genuine overhaul rather than a number tweak.

Cyber-Web Snare no longer immobilises on hit. It now applies a Web-Tracer stack and a 30% slow for 1 second Web-Tracer lasts 5 seconds. Hit an enemy who already has one and then they get immobilised, for 0.7s Cyber-Web Snare becomes charge-based, capped at 2 charges Bonus Health cap from Cyber-Webs cut from 200 to 150

So Peni can still lock people down, she just has to earn it with two connected shots instead of one. The tradeoff NetEase offered in return is "more freedom" on her secondary fire, and the community reaction so far suggests plenty of players don't think that's a fair swap. This is easily the most contentious change in the patch.

Vanguard Changes

  • Devil Dinosaur (buffed): Frenzied Feast max-health percentage damage up from 5% to 8% on the first four attacks, 10% to 12% on the fifth. The Jeff the Land Shark Team-Up extends Surf & Turf duration from 4s to 5s and boosts ally healing from 40 to 60
  • Doctor Strange (buffed): Daggers of Denak single-hit damage up from 16 to 18, projectile charges from 10 to 12. Hulk Team-Up drops Gamma Maelstrom cooldown from 8s to 6s
  • Magneto (buffed): Scarlet Witch Team-Up enhanced effect now adds a minor Launch Up on Metallic Chaos projectile hits
  • Rogue (buffed): Defensive Stance damage reduction up from 55% to 60%, Regenerative Shield capacity from 250 to 275
  • Venom (nerfed): Symbiotic Resilience Bonus Health reduced from 120% to 110% of lost health, Venom Swing cooldown up from 8s to 10s

Duelist Changes

Black Panther (nerfed): the Storm Team-Up sees area damage cut from 40 to 30 and cooldown raised from 12s to 15s Cyclops (buffed): Ricochet Force cooldown reduction per Optic BLAST hit up from 0.15s to 0.25s, and the Gambit Team-Up raises Concussive Beam attack frequency from 10% to 15% Elsa Bloodstone (nerfed): Devil Dinosaur Team-Up sees activated Smoky Snare trap health halved from 100 to 50, control duration down from 1.5s to 1.2s Hela (nerfed): Namor Team-Up drops Undead Monstro single-hit damage from 15 to 10 Moon Knight (buffed): bounce damage decay improved from 30% to 20% per bounce on Crescent Dart and Moon Blade. Cloak & Dagger Team-Up cooldown down from 15s to 12s, dash duration up from 0.3s to 0.35s, distance from 12m to 15m, and the enhanced effect grants 20 health per second for 3 seconds after leaving Phased state Phoenix (buffed): Spark detonation damage up from 35 to 40, area damage from 12 to 15. Rogue Team-Up raises Telekinetic Beatdown damage from 45 to 55 Wolverine (buffed): Rage gained per hit taken up from 5 to 8, decay timer extended from 4s to 5s of no Rage gained, and decay rate at max Rage slowed from 15/s to 10/s Scarlet Witch (reworked Team-Up): with Doctor Strange, the base effect gives an 8s cooldown and 8s duration replacing Chthonian Burst with Mystic Burst for free magic missiles, while the enhanced effect makes it a toggle instead

Strategist Changes

  • Gambit (nerfed): Magneto Team-Up spell field Launch Up frequency slowed from 0.5s to 1s
  • Jubilee (buffed): Energy Plasmoids single-hit damage up from 10 to 11, healing from 14 to 15
  • Loki (buffed): Mystical Missile projectile speed up from 100m/s to 120m/s
  • White Fox (buffed): Kumiho Unleashed ultimate cost down from 4800 to 4300, and it now automatically applies Blessed by the Nine to all allies within 10m for 3 seconds

Notably, Luna Snow receives no changes at all this patch.

The Quiet Win: Your Hard Drive Gets a Break

Buried under the balance changes is something plenty of players will appreciate more than any of it. NetEase is delivering a substantial storage optimisation, cutting the PC install by roughly 40GB and the PS5 and Xbox install by around 15GB. The catch is that the initial Season 9.5 install will be larger before it shrinks, so don't panic when the download looks enormous, that's expected and the savings land once it finishes.

What It All Means

Read the patch as a whole and a pattern emerges. Several nerfs land specifically on Team-Ups rather than base kits, which suggests NetEase is fine-tuning the system it rebuilt in Season 9 rather than reversing it. The buffs are broadly aimed at heroes who've been underperforming, Rogue, Jubilee, Loki, White Fox, while the nerfs target the ones making games miserable, Peni's crowd control and Venom's sustain being the obvious culprits. Whether The Hood immediately eats the meta anyway is the question nobody can answer until Friday, but if he's as strong as early impressions suggest, expect another round of adjustments before Season 10 arrives.
